I've worked for a handful of hotels for several years now, and the policy at each hotel was the same. Because of liability, minors are not allowed to stay without a parent or guardian. This is a policy that we have always enforced. One place I worked at was strict enough that the police became involved when it was found out there was no legal adult staying with a group of underage teens.

It considered legal. But i think most hotel policy have people under 18 considered less trustworthy and more likely to cause damage or disruption to other guests. But i think if your parents just check you in at the hotel...it would be fine.

No, someone of legal age has to stay in the room

Yes as long as you have some form of ID. Your parents can put your name on the room which will allow you to check in without them.
