Hands down, the best place is the Down Home Diner in Reading Terminal. It's not fancy, but you can get a huge breakfast at a reasonable price and then shop the terminal!

The well-loved Chef Jean-Marie Lacroix has made over another luxe hotel restaurant for the Rittenhouse. With a lovely treetop view of the square, the dining room offers gourmet warmth and subdued elegance. Located between Christopher Columbus Elementary School and the Italian Market, this former bakery is bright and cozy. A chandelier made from giant whisks hangs from the ceiling while artwork is displayed in a glass case in the front. Lacroix does not serve breakfast. I agree that Downhome Diner is the place to go.
